Forbes magazine turned to Economy.com and researcher Bertrand Sperling of Sperling's Best Places to Live fame to help identify the top 10 small cities to live and do business. In compiling the list, Forbesconsidered such factors as availability of labor, tax rates, and other costs, as well as quality of life issues, including educational opportunities, crime, and recreation.

Here are the Top 10 choices and their approximate populations:
  1. Sioux Falls, S.D. — 210,000
  2. Bismarck, N.D. — 100,000
  3. Columbia, Mo. — 154,000
  4. Fargo, N.D. — 186,000
  5. Iowa City, Iowa — 139,000
  6. Bloomington, Ind. — 139,000
  7. Rapid City, S.D. — 119,000
  8. Las Cruces, N.M. — 193,000
  9. Morgantown, W.Va. — 115,000
  10. Johnson City, Tenn. — 190,000
