Florida says these cities best meet the criteria:

  3. Washington, D.C.
  4. Madison, Wisc.
  5. Boston
  6. Los Angeles
  7. New York City
  8. Santa Barbara, Calif.
  9. Worcester, Mass.
  10. Bridgeport, Conn. (tie)
  11. Trenton, N.J. (tie)
