Oct. '07 NRDS Work Group Report -- Appendix E

NRDS Policies Work Group
Rapattoni Meeting Summary
10/30/07

As part of the final report of the NRDS Policies Work Group to be presented to the AEC meeting at the November NAR Convention in Las Vegas, the Work Group recommended that “All POE’s, REALTOR® Associations and MLS’s be Central Database (CDB) compliant within two years of the date this policy is adopted.”

Based on this recommendation, Gar Anderson, Travis Kessler and Jim Link met with Andy Rapattoni and his leadership team (Ted Young, Tim Johnson and Nick Rapattoni) in Simi Valley, California, to determine the feasibility of implementing this recommendation from the vendor perspective. Rapattoni support would have a significant impact because Rapattoni currently provides membership management systems to 246 local and state associations, representing approximately 85% of REALTOR® member records.

In our discussions, we indicated that CDB compliance can be defined as how a POE’s membership system communicates with NRDS. CDB provides real time access to member records, without batch uploading or downloading. Based on this degree of compliance, Andy Rapattoni indicated that it would take a period of time significantly greater than two years to covert all of their REALTOR® association accounts to their next generation (CDB complaint) membership system (Net Magic). A temporary option exists to modify the current legacy products to accommodate compliance, but it would still be difficult for either option without further refining/defining NRDS “rules” to ensure record by record data synchronization.

Based on these discussions, it is recommended that the work group modify its position to reflect a “GOAL” rather than a mandate of achieving CDB compliance within two years. While working toward this goal, it is further recommended that a NRDS Technical Standards Board be formed (similar in scope to the RETS Board) to be comprised of NAR staff, membership system vendors, and POE/AEC appointees to work on “rule” integration with the technical requirements of NRDS. The goal of the Technical Standards Board would be to ensure complete data synchronization as soon as possible. It is further recommended that progress reports be given at each NAR meeting to determine when CDB compliance should be implemented.
