Legislative and Research Workshop for NAR bilateral partners. The Workshop was a very successful initiative with 22 participants from 13 countries. The two-day workshop included 17 presenters on research, governments affairs, public affairs and association management topics. Allied industry groups, e.g., Fannie Mae, Freddie Mac and the Overseas Private Investment Corporation (OPIC) were included. Congressman Mario Diaz-Ballart from Florida provided an overview of lobbying from the Congressional side and how NAR works with members of Congress. All attendees were invited to participate in Capitol Hill visits with Ambassador Associations. Ambassador groups noted that the foreign delegates brought prestige to the visits. Foreign delegates attended the HOPE Awards where special mention was made in the program of foreign participation.

Claudio Bernardes is the Associated Dean of SECOVI University and a member of the SECOVI Board of Trustees. He is a real estate developer and Vice President of Ingaí Incorporadora Company. He holds Masters Degrees in Engineering from the University of Sheffield (UK) and also holds a Masters degree in Production Engineering from the University of São Paulo. He is a member of the board on several real estate commissions, groups and associations including the Urban Land Institute (ULI). SECOVI University runs comprehensive education courses in various areas of real estate with an emphasis on property management and brokerage.

Romeu Chap Chap is the President of SECOVI (1981-1987 and 2000-2003), the largest real estate association in South America. He is a Civil Engineer and graduated in 1959 from MacKenzie University. He is a developer and President of Construtora Romeu Chap Chap SA, a 42-year established prominent company dedicated to building class “A” apartments, condominiums, office buildings and shopping centers. He is the Vice President of the Brazilian Chamber of Construction and Industry. He is the author of a book titled Contribution for a Housing Policy and is the recipient of many awards and honors including being identified as one of Brazil’s top real estate leaders (by Gazeta Mercantil Group), personality of the year by IBSTH Top-S Magazine and honorable recognitions by the São Paulo City Council, Brazil’s Sales and Marketing Association and the National Summit of Property Managers. His additional leadership in Brazilian real estate includes past Dean of SECOVI University, member of SECOVI’s board, past Deputy world president of FIABCI for the Americas and Vice President of the Brazilian Association of Shopping Centers from 1992 to 1997.

Laerte Temple is the Managing Director of SECOVI and has worked there for over 27 years. Mr. Temple holds Masters degrees in Business Management and Law, and is a PhD applicant in Social Sciences. Andres Montejo is a Graduate of University of Costa Rica Law School and specialized studies at Tulane University in Louisiana. He serves as a Full Property Law Professor at the Law School of University of Costa Rica and Director of Property Law Professors (Director Catedra de Derechos Reales). Marida Alfaro comes from a background of 16 years as Vice President of a large design and construction company in El Salvador, which led in 1995 to the start of Concepto y Desarrollo, where she started a beach development project, Casa Marina, which provided her first insight into the real estate world. In 2001, Mrs. Alfaro left the design and construction company to focus entirely on the family business and to redirect its main focus towards the real estate business. Her company specializes in recreational properties, land for development and commercial properties, and provides related professional consulting services. She then met a dynamic group of professionals striving towards excellence in the real estate profession and decided to join the association and contribute her skills where needed. Her first association experience included the organization of the 2002 FECEPAC Real Estate Congress held in El Salvador, the Vice Presidency of the association in 2002 and the creation of a new international committee. Carlos Corado is First Vice President of UNIAPRAVI, the Inter-American Housing Union for Latin America. Sandesh Savant is Council Director for the India Institute of Real Estate. A graduate from IIT Madras, with a B.Tech. in Chemical Engineering, Mr. Savant also has an MS from University of South Carolina. A process and design engineer with Mobil Oil Corporation at their Beaumont refinery, from 1980, he widened his perspective by becoming a part of their Economics and Planning Department as an analyst, in 1985. He then moved to their new Distributed Control Systems project, to implement MIS and Advanced Control Systems at the refinery, where he was exposed to state-of-the-art technology. In 1989, he was assigned to Mobil International in Saudi Arabia, to set up and implement Advanced Controls at their joint venture refinery in Yanbu. Mr. Savant’s span of influence extended to managing and administrating highly technical professionals. In 1995, he was re-assigned to Beaumont’s Mobil plant, as a Process Applications Co-ordinate. Convinced that India was firmly on the path of liberalization, he returned in 1997, determined to put to use his experience and expertise in an emerging market. Mr. Savant brings his objective and systematic approach to the complex real estate industry. He is on the Board of Directors of Indiaproperties, actively involved in the development of systems and also heads the Research and Advisory Department.

Igor Gorsky is President of the Russian Guild of Realtors® (RGR), based in Moscow. Mr. Gorsky is one of the four founders of RGR. He has been a Vice President and Member of the National Council since it was founded and has participated in all of RGR’s Congresses. Mr. Gorsky has also been awarded an honorary membership to RGR and is a member of FIABCI-Russia. In addition to RGR, Mr. Gorsky also founded the Moscow Housing Investment and Trade Center in 1991 and has been its permanent General Director since its foundation. Alexander Bondarenko is President of the Ukrainian Realtors’ Association (URA), located in Kiev. Volodymyr Yatsenkivskyi is the Deputy Chief of Mission, Minister-Counselor at the Ukraine Embassy in Washington, D.C. He has served in this position since March of 2001. Prior to this post he was the Counselor to the Ukraine Embassy in Rome, Italy, and has also served at the Ukraine Embassy in Poland. Mr. Yatsenkivskyi has served in a number of positions with the Ukraine Ministry of Foreign Affairs, including in the Information Department as Spokesperson of the Ministry and Acting Director General, Chief of the Press Centre and, most recently, Deputy Director General, Department of Arms Control and Disarmament.
