HUD Housing Notices and Mortgagee Letters
Notices and Mortgagee Letters are used to provide clarification, guidance and operational instructions to both the users of the programs as well as HUD field staff on how these programs work. They are also used to alert interested parties that existing HUD programs have been extended. Note that Notices usually have an expiration date attached to them.

Extension of the Teacher Next Door (TND) Initiative
This waiver extends authority to continue direct sales of properties in revitalization areas to teach with discounts of 50 percent. In addition, it extends authority for direct sales of insurable properties in revitalization areas to governmental entities and private nonprofit organizations for resale to teachers. Issued: February 26, 2002, Expires: February 28, 2003.
Section 8 Project-Based Rent Adjustments Using the Annual Adjustment Factor (AAF)
This Notice describes updated procedures for annual adjustment of pre-renewal contract rent for Section 8 projects where rent is adjusted using the HUD-published Annual Adjustment Factor. This Notice also describes the procedures for applying statutory comparability requirements in AAF adjustments for Section 8 new construction and substantial rehabilitation projects, including updated guidance concerning Rent Comparability Studies (RCS). Revised Prepayment of Direct Loans on Section 202 and 202/8 Projects with Inclusion of FHA Mortgage Insurance Guidelines
This Notice provides guidance for Multifamily HUD staff and Owners of Section 202 Direct Loan projects (elderly projects) on prepayment and refinancing of Section 202 Direct Loans projects and Section 202 Direct Loans with project-based Section 8 Rental Assistance. The purpose of this Mortgagee letter is to alert mortgages the policies that FHA has established for the operation of FHA multifamily mortgage insurance programs in FY 2002. Issued Feb. 13, 2002.
Reinstatement of the Housing Counseling Notification Requirement
The purpose of this Mortgagee Letter is to advise of the reinstatement of the housing counseling notification. Under this provision mortgages must notify all eligible delinquent mortgagors of the availability of homeownership counseling provided both by the mortgagee and by nonprofit organizations which are approved by the Secretary and experienced in homeownership counseling. Issued May 23, 2002.
