Is the new deferral of the dues delinquency period and the interest penalty waiver in the Right Tools, Right Now program based upon a change in bylaws?
No. There has been no change to the Bylaws.

If this isn’t a Bylaw change, what is it?
The deferral of both the dues delinquency date and the interest penalty waiver has been approved by NAR’s Leadership Team and Finance Committee as a temporary, emergency measure in effect for 2009 only, to help Associations who are having difficulty getting some members to pay.

Does this mean that Local Associations can wait an additional 60 days to remit all of their dues to NAR?
No. The benefit provided under the new Right Tools, Right Now program is the opportunity for the relationship between local associations and the members they are struggling to retain in this tough economy to be nurtured and gives an additional amount of time to bring those retention efforts to fruition. Associations are being given an additional 60 days before they are required to drop members who simply cannot continue the payment of dues. All National dues remitted by members to Local Associations, or by Local Associations to State Associations, should be sent to NAR.

If all member dues are not received by March 31, will those Associations be considered delinquent?
No. This is a key benefit of the Right Tools, Right Now initiative. No Association will be considered delinquent until the additional 60 day deferral period ends at May 31. However, we expect that most, if not all, Associations across the country have received at least some of the 2009 NAR dues and will be able to remit that portion of their overall 2009 dues collections.

If there are any Associations which, after May 31, have not remitted national dues to NAR or dropped non-paying members, interest penalties will be applied beginning June 1 rather than the customary April 1.

Are State Associations required to provide a similar dues and delinquency deferral?
No. Nothing in this temporary program mandates a change in policy to any other Association.

Who qualifies for the stipend to the Association Executives Institute? To the Leadership Summit?
NAR is offering the AE Institute stipend only to the CEO’s of U.S. Realtor Associations and only to those who feel their Association can’t afford to pay for them to attend.

The same philosophy applies to the Leadership Summit – NAR is offering the stipend to only the U.S. Association President-elect and the U.S. Association CEO should they determine they can’t otherwise afford to attend.

I already paid for AEI – how do I receive a rebate?
The AEI Rebate, a part of the Right Tools Right Now initiative, is a good faith discount offered to U.S. REALTOR® association chief staff executives attending the 2009 AE Institute March 20-24 in Colorado Springs. This rebate is intended to give those CEOs who are in need of financial assistance an opportunity to attend the AE Institute. The rebate covers AEI tuition ($475), plus $1,000 to cover Institute travel costs. Institute attendees must register online to attend the 2009 AE Institute and pay all tuition and travel costs up front. Rebates will be awarded after the Institute takes place and upon receipt of the Rebate forms, which will be distributed on Monday, March 23, at the AE Institute. That will be the only place the forms will be available.

Will rebates be provided for future meetings?
