Grant Proposal Guidelines

In General: Proposals shall indicate all services, systems, procedures, methods and personnel being offered by the researcher to fulfill the scope of this Request for Proposals. The proposal must include the following sections: 

Cover Page: The cover page must include the researcher’s name, address, telephone number, fax number, e-mail address as well as contact information for the authorized contracting representative if different from the principal researcher.

Statement of Work: The proposal must include a description of the proposed report, including a detailed outline. It is expected that the outline will fully convey the anticipated content and scope of the final report. It is advisable that the Statement of Work also include a discussion of how the proposed project contributes to the existing research literature and ways in which the research may be of value to practitioners or policymakers. 

Management and Staffing: The proposal should include the names and qualifications (resume or curriculum vitae) of each principal researcher and any other participants in the study. The particular responsibilities of each member of the research team shall also be noted. 

References: The proposal shall include the name, address, and telephone number of at least three references that can attest to the quality of the researcher’s prior work and the integrity and reputation of the principal researchers in the project. A brief description of relevant past research studies authored by the principal researchers should be included. 

Costs/Fees: The proposal must include an itemized cost for completion of the project including direct expenditures for any necessary research materials and the researcher’s fee. 

Proposal Evaluation: All proposals will be subject to an evaluation by NCRER staff. 

Consideration: NCRER will consider award of a contract based on the clarity and scope of the researcher’s proposal and the anticipated contribution to the research literature. Qualifications and past research projects will also be considered. Cost/Fee

Evaluation: Although decisions will not be based solely on cost of services, the cost proposal will weigh heavily in the final decision of whether or not to award a contract. NCRER assumes that the researcher will operate within the costs/fees proposed and specified in their proposal. 

Awarding of Contract: NCRER reserves the right to reject any or all proposals, to award a contract to other than the researcher with the lowest overall costs, or to make no award at all. 

Overhead and Indirect Costs: It has been the practice of NCRER to cover direct expenses of research, including principally the time of the researcher and other direct expenses such as required travel and data collection, but not provide funding for other indirect expenses, including those characterized as “overhead.” 

Proposal Submission: Complete proposals must be submitted via e-mail to ncrer@realtors.org. The entire proposal must be submitted as a single Microsoft Word or Adobe Portable Document File (PDF).
