Four years after Hurricane Katrina, about 9,000 people in Louisiana and Mississippi are still seeking permanent homes.

"As much as people nationwide are tired of hearing about Katrina … you see people who are still hurting," says Charmel Gaulden, executive director of the Gulf Coast Fair Housing Center, based in Gulfport, Miss.

In the coming months, U.S. Housing and Urban Development plans to give Gulf Coast states $80 million for rental assistance vouchers. In addition, Louisiana will get $26 million and Mississippi will get $14 million in stimulus funding for homeless prevention programs.

"We simply have not gained our footing," says James Perry, executive director of the Greater New Orleans Fair Housing Center and a Democratic candidate for mayor. "While we've seen much stronger leadership from the administration ... there's still a lot of additional leadership and resources that the federal government can bring to bear to move this recovery forward."
