Nod and say hello when passing anyone in the street. Connect to others through small talk.

Ask for or offer help. Tell everyone you know that you would like help finding prospects. Create seminars where you offer free advice for how to buy or sell a home.

Volunteer your services instead of writing a check to a charity.
